Responsibilities:
- Lead the readiness assessment for the agency's in-house application development capability.
- Analyze existing IT infrastructure, architecture, staffing, and development practices.
- Assess alignment with security, compliance, and performance best practices.
- Evaluate current use of the Microsoft technology stack (.NET, Azure, SQL Server).
- Identify organizational gaps, risks, and capability shortfalls.
- Deliver a formal findings and recommendations report and a step-by-step roadmap for successful application development.
- Collaborate with agency stakeholders to ensure clarity, alignment, and buy-in.
Qualifications:
- Experience in software development, solution architecture, or IT consulting
- Recent experience working with Microsoft Azure and enterprise .NET solutions
- Prior experience working with public sector, state government, or regulated organizations
- Background in project planning, technical documentation, and strategic IT consulting
- Proven experience conducting enterprise-level readiness or gap assessments.
- Strong background in full software development lifecycle (SDLC).
- Expertise in Microsoft-based development environments, including:
- .NET (Core and Framework)
- Azure cloud architecture
- SQL Server
- Deep understanding of software architecture and system design at both logical and physical levels.
- Strong grasp of application security best practices, particularly in regulated environments.
- Experience developing and documenting roadmaps, governance processes, and technical strategies.
- Excellent communication skills, including stakeholder engagement and executive-level reporting.
