Title: Excel-to-Application Conversion Consultant
Location: Salem, OR – REMOTE
Duration: 7 Weeks – W2 Role
The purpose of this request is to create and execute a contract for services. A desired contract outcome for DSL is that the successful contractor will remaster an existing draft “Stream Compensatory Mitigation Accounting Calculator (SCMAC)”, which is currently in Microsoft excel workbook format, into a more user-friendly application format. The SCMAC (which is explained in greater detail in the sections that follow) is critical for successful implementation of DSL’s newly updated, filed, and soon to become active rules that will take effect on May 3, 2027, to implement a new stream compensatory mitigation (CM) accounting protocol within Division 85, Section -0692, of Oregon Administrative Rules (OAR’s). The SCMAC will be made available to the public on January 1, 2027.

Key Responsibilities
- Review and assess the existing Excel-based SCMAC to understand its functionality, formulas, business rules, and calculation logic.
- Evaluate and compare alternative applications, platforms, and tools that could support the SCMAC.
- Develop and use a selection matrix to compare potential solutions, including Excel.
- Recommend the most appropriate application in collaboration with DSL mitigation staff.
- Convert/adapt the existing SCMAC into the selected application or platform.
- Preserve the existing calculation methodology and ensure accurate SCMAU outputs.
- Implement automated calculations for baseline and predicted stream conditions.
- Experience developing, redesigning, or modernizing business applications, calculators, or decision-support tools.
- Strong experience analyzing and translating complex Excel-based business logic, formulas, and calculations into an application or software solution.
- Experience evaluating and selecting application platforms based on usability, accessibility, maintainability, security, and cost.
- Strong understanding of data validation, automated calculations, business rules, and user interfaces.
- Experience developing user-friendly applications for both technical and non-technical users.
- Experience with application testing, validation, troubleshooting, and beta/UAT testing.
- Strong analytical, problem-solving, documentation, and communication skills.
- Ability to work collaboratively with business stakeholders and subject-matter experts.
- Experience working with government, regulatory, environmental, natural resources, or public-sector applications.
- Experience converting complex Excel workbooks into web-based, low-code/no-code, or commercial off-the-shelf applications.
- Experience designing tools that are accessible across computers, tablets, and mobile devices.
- Experience implementing role-based access, protected formulas, and controlled data-entry functionality.
- Experience creating selection matrices or conducting technology/application evaluations.
- Familiarity with environmental mitigation, regulatory compliance, or stream/wetland assessment processes.
The contractor will be expected to:
- Assess the existing Excel-based SCMAC.
- Evaluate and compare potential application platforms.
- Recommend the appropriate platform in coordination with DSL.
- Adapt and implement the SCMAC in the selected platform.
- Beta test the completed solution using DSL-provided project data.
- Provide written and verbal documentation of the SCMAC's functionality and objectives.
- Provide a written and verbal evaluation of the application alternatives and final platform recommendation.
- Participate in required project meetings with DSL staff.
