As the Data Analytics and Strategy Lead, you will play a pivotal role in establishing and expanding a robust, scalable, and accessible data practice that supports the state’s initiatives. Your focus will be on leveraging data to improve service delivery, optimize workflows, and enable data-driven decision-making across functions. This role requires an individual who can bridge the gap between technical and business teams, using data to inform strategies, solve problems, and create solutions.
Key Responsibilities:
Data Strategy and Leadership:
Lead the development and execution of data practice, aligning strategies with organizational goals and ensuring broad adoption of data analytics.
Work closely with stakeholders to identify data needs, design data solutions, and prioritize initiatives that drive wide impact.
Mentor non-technical teams, building their confidence in using data for decision-making and strategic planning.
Develop clear, actionable data strategies that drive organizational improvement and innovation.
Analysis and Insights:
Analyze complex data sets to uncover trends, identify pain points, and provide actionable insights that help improve services and optimize processes.
Design and present data visualizations (e.g., dashboards, reports) tailored to different stakeholders, ranging from operational teams to executive leadership.
Create and communicate data-driven recommendations that support wide initiatives and foster a data-centric culture.
Technical Maintenance and Expansion:
Maintain and enhance existing data infrastructure, including pipelines, databases, and dashboards (e.g., Power BI).
Develop strategies to scale data systems to accommodate growing data needs, ensuring high performance and data integrity.
Oversee ETL (Extract, Transform, Load) processes to integrate data from new sources, improving the state’s data workflows.
User Engagement and Enablement:
Design and deliver training programs to empower non-technical teams to effectively use data and insights in their daily work.
Collaborate with cross-functional teams to develop KPIs and frameworks for measuring the success of data-driven initiatives.
Facilitate workshops, office hours, and regular updates to ensure ongoing alignment and collaboration across teams.
Cross-Functional Collaboration:
Act as a liaison between technical teams (data engineers, IT) and business stakeholders (policy makers, program managers) to ensure data solutions meet organizational needs.
Work with leadership, IT, and other departments to align priorities and drive data-related projects to completion.
Collaborate with external partners to enhance data collection, analysis, and reporting practices.
Experience Required:
Data Collection & Analysis: At least 3 years of experience in:
Analyzing user data and metrics to drive business and operational goals.
Using data to identify problems and develop solutions.
Utilizing predictive analysis, gap analysis, and statistical methods.
Bridging the gap between technical teams, product teams, and customer-facing teams.
Developing data models to enhance the collection and analysis of data.
Crafting and presenting data-driven insights and reports, especially using Power BI.
Technical Expertise: At least 3 years of experience in:
Managing data pipelines, ETL processes, and databases (e.g., SQL, Power BI, Azure Data Lake).
Proficiency in Python or R for data manipulation and analysis.
